for Pradhan Mantri Gram Sadak Yojana Implementation in LWE Districts.
In
order to ensure effective implementation of Pradhan Mantri Gram Sadak Yojana (PMGSY)
in the Left Wing Extremism (LWE) districts across the country, the Minister of
Rural Development has made following amendments:- In LWE Districts (as identified
by the Ministry of Home Affairs, Government of India), further amending para 8.5
of programme guidelines amended on 17th December, 2008, cost of bridges upto 75
metres under PMGSY will be borne by the Government of India. For longer bridges,
pro-rata costs beyond 75 metres and agency charges, if any, will be borne by the
State Government. Cost of causeways, however, irrespective of their length, will
be fully borne by the Government of India.
All habitations in LWE districts with a population of 250 and above (in 2001)
will be eligible for coverage under PMGSY.
These modifications will be applicable with immediate effect but only for LWE
districts.
The Summary Findings
of the Seventh Quarterly Survey Report on Effect of Economic Slowdown on
Employment in India Covering the Period April to June 2010 Brought Out by
Labour Bureau of the Ministry of Labour and Employment
The Government has been continuously watching the effect of employment situation
due to global financial crisis and economic slowdown in India. The current survey
to assess the impact of economic slowdown on employment in India is the Seventh
in the series of Quarterly Quick Employment Surveys in Affected Sectors
covering the period April to June 2010 conducted by Labour Bureau.
In the seventh quarterly quick employment survey, the sample establishments covered
in the previous survey have been revisited to assess the changes in employment.
During the survey, the information has been collected from 2,635 units / establishments
by covering 21 centres spread across eleven States and union territory.
The results about effect on employment in the eight selected sectors textiles
including apparels, leather, metals, automobiles, gems & jewellery, transport,
IT/BPO and handloom / powerloom are briefly summarized as below:- It
may be observed from the enclosed statement that the upward trend in employment
reflected by the previous four quarterly surveys has sustained during the quarter
April-June, 2010 as well. The employment at overall level (all sectors taken together)
has increased by 1.62 lakh in June, 2010 over March, 2010.
At
the sector level, a maximum increase of 1.29 lakh in employment during the period
June, 2010 over March, 2010 is in IT/BPO sector followed by 0.51 lakh in automobile
industry, 0.45 lakh in the metal industry, 0.21 lakh in leather and only 0.04
lakh in gems & jewellery.
On
the other hand, in the textile sector the employment has declined by 0.63 lakh
in June, 2010 over March, 2010 followed by a decline of 0.21 lakh in transport
sector and a marginal decline of 0.04 lakh in handloom/powerloom. It is interesting
to note that the third quarterly quick employment survey results covering the
period April-June, 2009, also showed a decline in employment of the textile sector
to the tune of 1.54 lakh over March, 2009. This indicates that the decline in
employment in textiles and apparel sector could be due to seasonal factors.
The
maximum increase in employment is seen in the direct category of workers where
it has increased by 1.22 lakh as compared to 0.40 lakh in the contract category
of workers at overall level during the period June, 2010 over March, 2010.
In
the export oriented units, the employment at the overall level has increased by
1.77 lakh whereas in the non-exporting units it has declined by 0.15 lakh during
the period June, 2010 over March, 2010.
While comparing the results of the last four quarterly surveys period i.e. June,
2010 over June, 2009, the employment at overall level has increased by 13.58 lakh
with highest increase in IT/BPO (8.54 lakh) followed by 1.52 lakh in textiles,
1.37 lakh in metals, 1.10 lakh in automobiles and 0.93 lakh in gems & jewellery
during the same period.
